4. Housing
In 1987 the neighborhood worked to sustain the mix of residential development and to preserve remaining single-family homes. The area east of NE 21st Avenue was rezoned to R-2.5, which is the City’s highest density single-family zone. Initially this stabilized home ownership contributed to a significant number of upgrades to houses and apartments, but home ownership has continued to decline on a percentage basis. This is largely because of an influx of new rental apartments. The following table demonstrates this ongoing trend:
