This is why the concept of &quot;neighbor-helping-neighbor&quot; is so vital.</span></p><p style="text-align:left;"><span><br/></span></p><p style="text-align:left;"><span>For years, the </span><a href="https://www.portland.gov/pbem"><span>Portland Bureau of Emergency Management (PBEM)</span></a><span> has supported Neighborhood Emergency Teams (NET)—groups of volunteers trained to help their neighbors during &quot;the big one.&quot; While we have many wonderful volunteers, we need more hands on deck to ensure every street in our community is safe.</span></p><p style="text-align:left;"><span><br/></span></p><p style="text-align:left;">That’s where the Block Captain program comes in.&nbsp;<span style="text-align:left;">We are excited to bring the Block Captain model—which was successfully launched in Irvington earlier this year—to Sullivan’s Gulch.</span></p><h2 style="text-align:center;"><span>&nbsp;</span><span style="font-weight:700;">What is a Block Captain?</span><span>&nbsp;</span></h2><p style="text-align:left;"><span>A Block Captain is simply a community-minded neighbor who wants to make our street a little safer. You don't need to be a first responder; you just need to care about the people around you. Block Captains help:</span></p><ul><li><p style="text-align:left;"><span>Build Connections: They help neighbors know one another, especially during extreme weather like heat waves, winter storms, or power outages.</span></p></li><li><p style="text-align:left;"><span>Check-In: They provide a friendly point of contact to check on neighbors, particularly our elders and those with disabilities.</span></p></li><li><p style="text-align:left;"><span>Communicate: If cell towers go down, Block Captains are trained to use MESH radios to relay information and needs to our local NET team.</span></p></li></ul><p><span>&nbsp;</span></p><h2><span>&nbsp;</span><span style="font-weight:700;">We provide the tools; you provide the heart.</span><span>&nbsp;</span></h2><p style="text-align:left;"><span>We want to make it as easy as possible for you to get involved. Our very first site will be <span><strong>NE 28th at Wasco St</strong><strong><span style="font-weight:normal;">.</span></strong></span> We are specifically looking for designs that can work well around the modal filter and bike path area in that location.</p><p><br/></p><h2><span><strong>We Need Your Creativity!</strong></span></h2><p>We are seeking design submissions that can be adapted for two different types of installations:</p><ol><li><p><span><strong>Curb Wraps:</strong></span>&nbsp;Art wrapping around the curb at crosswalks.</p></li><li><p><span><strong>Cul-de-sac/Intersection Art:</strong></span>&nbsp;Larger scale paintings for our neighborhood &quot;pockets.&quot;</p></li></ol><div><br/></div></div><div><h2><span><strong>Design Requirements</strong></span></h2><p>Because these designs must be durable and comply with Portland city regulations, we ask that you keep the following in mind:</p><ul><li><p><span><strong>Simplicity is Key:</strong></span>&nbsp;Designs should have low detail so they can be easily maintained over time.</p></li><li><p><span><strong>Color Palette:</strong></span>&nbsp;Please limit the design to one background color and 2–3 additional colors.</p></li><li><p><span><strong>Imagery:</strong></span>&nbsp;Nature-based or geometric images are preferred.</p></li><li><p><span><strong>City Rules:</strong></span>&nbsp;To comply with city ordinances, designs may not include branding, logos, or political speech.</p></li><li><p><span><strong>Inspiration:</strong></span>&nbsp;Feel free to draw inspiration from the colors of the SGNA blackberry logo or the historical Sullivan crest!</p></li></ul><div><br/></div>

Each section includes lecture, recounting of lived experience, and educational spoofed songs (if Weird Al Yankovic was a prepper, these are the songs he would write).</p></div>
