Positions to Submit to the SGNA Board for their Approval or Modification

Albina Fuel Co. Site

Background: The property has recently been sold to a developer who intends to include housing, a YMCA, and a grocery store within their project. This course of events appears to fit very well with our interests and to allow us to take a generally supportive position. To guide aspects of the development that have impact beyond the site, and to protect the neighborhood in the event that conditions change, we recommend the following course:

Build from "Elements for the Albina Fuel Site: a proposal", the December 4, 2000 SGNA Board approved statement.

Pursue any or all of the following as a means of achieving the objectives put forth in the "Elements":

Condition the zone change. (See attachment)

Accept a new zoning designation that requires housing (eg. RX, CM, RH) on a significant portion of the site.

Condition the zone change to specify location, amount and quality of open space.

Require additional transportation analysis to make up for the deficiencies in the current report submitted by the applicant’s consultant.

This further analysis should be deemed acceptable to the City prior to the issuance of the zone change. (But not necessarily prior to the Comprehensive Plan change)
