Andre:   As an architect who understands the elements of development--reviewing development proposals for the benefit of the community.  Also interested in the Plan.`

Peyton:  Affordable housing, demographics.  As a planner can help neighborhood understand the language and thinking of planning--to get better understanding of city policies/processes and clearer articulation of neighborhood goals.

Kay:    28th Avenue issues and Gulch Trail.  Has spoken with Rex Burkholder regarding Gulch Trail.

Lynne; Interested in how residents as citizens can take responsibility for shaping their community--working within the public process. :  Interested in using development activity strategically to benefit multiple goals.

Proposed work plan

If SGNA is successful in receiving the Quick Response Grant, we must be prepared in the next few weeks to work with the team of planners assigned t the project.  Our goals were outlined in the November piece, approved by the

Board and sent to LCDC.  Both the Sullivan's Gulch Trail and issues around 28th Avenue could be a part of the Quick Response scope.

Depending upon the course of the Albina zone change request, we could have significant communication with the developer of that site and the surrounding community.

Meanwhile we can be collecting and reviewing neighborhood demographic information and participating in the survey proposed by the Board

Organization Committee.  This would be a place to at least describe the housing affordability situation.  This could also be a place to look at property taxes and the costs of public services.

Concurrently we should be developing a separate business survey (in cooperation with NEBBA members and Irvington?)

SGNA Board Interest Group -

Submitted by Rebecca Green, Harrison Pettit, Dave Brook

Overall goal of SGNA is to improve livability of neighborhood and serve as liaison to city government

We do this by improving 2-way communication (which involves listening as well as talking)

Within the neighborhood (between neighbors) as well as

City agencies and

Adjoining neighborhood associations

NE Coalition of Neighborhoods,

Lloyd District,

Lloyd TMA,

Broadway Business Association,

Irvington NA

Grant Park NA

Marketing function often overlooked - needs to be incorporated in all activities

Stakeholders

Homeowners

Renters

Landlords/rental property owners

Onsite rental property managers

Broadway businesses

Others

Finance

SGNA has been living off interest from Marriott money, which will soon be spent on monument/sign toppers.  We need to consider fund raising in the future

City provides $400/year for newsletters and misc.

Legal status - check on 501C3 status so contributions to SGNA are tax deductible, and whether we are covered by Directors Insurance if sued

Baseline info about neighborhood - we need to have a clear idea about who we're serving - demographics, traffic, tax revenues, schools, etc.

Increase participation in SGNA activities/events, including:

renters (75% of residents) and

Broadway businesses (major reason many residents like to live here)

Don't reinvent the wheel

Write down procedures for recurring events

Develop planning calendar of annual activities to allow sufficient lead time

Strategy

Survey neighborhood stakeholders)

Develop communication strategy including consideration of web site, flyers, Hollywood Star (info and ad?), newsletter, telephone tree, block captain program, block map, neighborhood events etc.

Elect officers

Restore regular attendance of police liaison at Board meeting

Consider specific performance objectives (e.g. get 2 renters on Board)
