Meeting Minutes from June 10, 2008

SGNA

Present:  Guy Kyle, Payton Snead, Adam Capage, Lauren Golden, Craig Nyschins, Allan Schraeder, Pam Pfiffner, Alice Hartness-Reikhle, Gretchen Milhaupt and Lee Perlman.

1.  Peyton Snead spoke for Dan DeLany the present Treasurer of SGNA who has asked that he be let out of most treasurer duties, especially attending meetings due to personal family obligations.  He does not want to resign.  It was voted that the board accepted this idea as long as Dan agrees to resume full participation by September, and he should send an email report of accounting before the next two regularly scheduled board meetings.

2.  After brief introductions of all persons present, there was a de=briefing of the SGNA Neighborhood Cleanup on June 7th:

SNGA netted $340 from all the participants.

There was extensive discussion about the lack of adequate notification to the whole neighborhood about the clean up.  The paper notices on telephone poles were  not plentiful enough, nor visible to many, nor early enough for residents to plan to get their stuff to the clean up.

Perhaps a name change and more notification will bring in more people, also more organized pre-planning would make the receptacles available at a more opportune time than during Rose Festival Parade day.

A name change may be a good idea so that SG residents don’t think it means they are required to go out and sweep up in the neighborhood.

3.  A discussion was led by Alice about the illegal garage sale happening over several years out of a garage on 19th between Halsey and Weidler Streets.  There is a four-plex facing on Halsey St, and according to Alice’s research the owners on the tax records are at 1901 NE Broadway which is the address for Equity Realty Group, which did not result in knowing an actual person who is responsible for allowing the continuous weekend garage sales of used furniture.  Alice said that the furniture sales person “rents” the garage from the owners.  She has also called the Code Compliance

Department of the city of Portland Bureau of Buildings (503 823-7305)  to NO AVAIL, including having been told by an inspector that he went on a week day and found nothing.  Apparently, there are no building code compliance inspections on the weekends, which seems to be one of the problems.

So, it was resolved that Alice and Peyton would write a letter to Code Compliance people to be from the SGNA, this letter will be read and approved by Pam, Lauren and Adam.  It was discussed that the letter should be directed to Paul Scarlett who is the Director of the Bureau of Buildings, because we as the SGNA need to make it clear the illegal garage sale is not acceptable.

4.     JULY 19TH IS SGNA NEIGHBORHOOD GARAGE SALE

5.     Holladay Park Plaza submitted a new application for their new building which will be 65 feet high rather than the previously hoped for 75’ high.  This application, according to Lauren does not require a review for public comment because all the specifications are in compliance.  Peyton commented about Lynn Coward having an interpretation about finer points not understood, but this meeting did not try to address any more than that.

6.     Pam gave a presentation for Meara who was not present about the desire to have a Gulch-O-Rama event in September, but that probably the most we will attempt is a street side pot luck dinner, some music and a bounce house for the children.  It was decided that the next months Board meeting of SGNA should get serious about a definition of this event.  There was some re-hashing of last year’s event which made it clear that the attempt to make G-O-R ever bigger and “better” is too much for one or just a few people to attempt, therefore we will look for it to be scaled back.  Lauren Golden agreed to moderated next month’s Board meeting in order to facilitate organized plans and responsibilities for this event.

7.     Pam Pfiffner talked about the need to get the Newsletter out in time to inform the neighborhood about all the upcoming events, saying it should be dropped off to the single family residences and duplexes,  then  mailed to apartment residents.  She asked for written contributions to the newsletter.
