Don't You Understand, We Know What's Best for You?

By Sy Kornbrodt

This appears to the attitude of the majority of the Multnomah County Commission when it comes to public involvement. As you may know, I am the Sullivan's Gulch representative to the Multnomah County Citizen's Involvement Committee (CIC), as well as its Treasurer and serve on the Executive Committee.

The CID was founded in the 1980s as a stand alone agency to get citizen's involved in what goes on in County government. The charter that made the CIC, which was renewed last year, included language that the CIC should have adequate funds to that it could have sufficient personnel to carry out it's mission.

At one time there were three persons who ran the CIC, but that went down to two several ago. The County Commission removed one person, leaving the CIC very shorthanded. Their excuse was that the budget was so low that they needed to money. This was hard to understand since the "savings" were split between a County reserve fund and District Attorney's office, which didn't really need the money. The CIC has identified over $2 million in savings - 40 times the CIC annual budget of $50,000.

It became very clear to me that as we advanced from just having citizens work on various County budget committees to having more discussion of all types of County work that some of the Commissioners were getting leery of the CIC. They shifted some of the traditional functions of the CIC to the Public Affairs office, which they control. All of the above is in clear violation of the charter establishing the CIC as a citizens' committee.

It appears that when we had citizens meet to discuss the budget and what they wanted done, a group of the Commission became very worried that they would not have full say without interference from "pushy" citizens, such as yourselves! I suggest you get in touch with our Commissioner, Maria Rojo de Steffey and tell her how you feel about this. district1@co.multnomah.or.us
