Initial Plans for Holladay Park Plaza Expansion

"Holladay Place"

In 2006, Pacific Retirement Services (PRS), on behalf of Holladay Park Plaza( HPP), purchased the land on 16th between Halsey and Clackamus (the big hole in the ground) with plans to build a 7-story 23-unit building to add to their facilities between NE Clackamas and Multnomah -- to be named "Holladay Place".  These additional 2-bedroom units are to be offered to younger retirees who can live independently, yet will have access to the facilities of the Plaza.

CURRENT SITUATION

A number of meetings were held in early 2007 between PRS, residents of the block to review the plans, and to provide input into the project.

While the residents were initially happpy to hear that Holladay Park Plaza would become a part of their block, they were surprised and dismayed when shown the scale of development, which was substantially larger than what had been shown in the original plan for the block and in the case of the most recent development permitted for this lot.

SGNA VOTES TO OPPOSE THE PROJECT

At the December 2007 board meeting, the Sullivan's Gulch Neighborhood Association voted to recommend denial of PRS's application for an adjustment of the original decision of the Hearing Officer. This action was taken after hearing presentations from Pacific Retirement Services (for Holladay Park), from Lynne Coward representing residents of the affected block, and others.  

The issues are both the height and bulk of the proposed building and its conformance with the rest of the block..

The Neighborhood Plan stipulates that the blocks between 16th and 17th should be a transition from the Lloyd District and the neighborhood core to the east. The SGNA does not believe a 75 foot building is an appropriate transition between the 60-65 foot buildings of the Lloyd Apartments immediately to the west in the Lloyd District, and the row housed and single-family units immediately to the east.

TESTIMONY AT LAND USE HEARING

The Holladay Park expansion project was heard by the City's Hearing Examiner on December 19, 2007..

Harrison Pettit, representing SGNA asked that the adjustment be denied for the two resons stated by the Board: lack of conformance to the neighborhood plan and lack of conformance to the size of developement specified in the "96 and '98 decisions. Recognizing the value HPP lends to our neighborhood he looked forward to seeing this development worked out.

Dean Gisvold of Irvington and Bonnie Mentzer, long-time resident of the block, challenged the transfer of development rights. Gisvold went on to address the full case, recommending that PRS, who on behalf of HPP manages several other parcels east of NE 17th, sit down with the neighborhood and work out a plan for their entire holdings.

Lynne Coward spoke as a resident of the block, and as past SGNA Land Use chair. Emphasizing the public involvement in the creation of the neighborhood plan, she said the applicant and city were ignoring the aspect that called for the block to be a transition between the Lloyd District and the SG single-family homes east of NE 17th Ave.. Further, the '96 and '98 Hearing decisions which called for "substantial conformance" with the designs shown at the time of the '96 decision were also being ignored.

The Hearing Examiner is expected to issue his ruling by Janurary 28th. That decision can be appealed to City Council.

The City considers this project a "Type III" land use review, which means that it will be heard by the Hearings Officer and his decision can be appealed to City Counci by either party.

An appeal to the State's Land Conservation and Development Commission is also possible should either party decide to do so.
