Multnomah Housing Project Proposal

On NE Multnomah -just east of 21st -the owner
is requesting a land subdivision. Four properties are involved -three
with frontage on Multnomah and a fourth running behind along the Gulch.
Together, these properties equal 1.1 acres. The applicant wants to put
in a private street and create 16 lots for rowhouse development. A similar
request was made in 1997.
The zoning on the portion of the neighborhood
east of NE 21st. is R2.5, attached residential. This zoning permits up
to 8.7 units of detached housing or 17.4 units of attached housing per
acre. If the property is subdivided, the minimum lot area allowed is 1,600
sq. ft..

At the July SGNA Board Meeting, the Board discussed and voted to support the proposal for a 16-unit development with several suggestions. Please read the atttached report for details.

Today we received copies of the plans for a planned unit development (PUD) of 16 units. At the suggestion of the City, Mr. Weigel earlier modified his application from a subdivision (separate lots) to a planned unit development of condos (land held in common). The PUD allows the developer to cluster the units to better fit the site.
As you can see by clicking on the site plan above, Mr. Weigel's plans preserve the maple tree, curve the entrance drive and rotate the first four units to face Multnomah.
Two members of the land use committee will be reviewing the plans in more detail and will have a report by the SGNA board meeting July 9.
Mr. Weigel will be at that meeting to present his plans. After the land use committee report there will be discussion followed by a vote on the neighborhood's position.

The land use committee met with the developer to learn what he will be proposing to the city. He will be asking for a 16 unit condo development.
These condos would be in the form of two-story duplexes along a private drive running perpendicular to Multnomah St. He is planning to use a craftsman-like style.
Each condo will have a one-car garage and two parking places in front of the units. (This is to accommodate the no-parking zone on the south side of Multnomah.
The committee offered suggestion about paving--using some pervious surfaces as well as a variety of textures to break up the amount of paving and to deliniate the private space.
Of particular interest is a major maple tree toward the front of the property. The developer is planning to have an arborist advise about whether it can be saved. (Our committee is also contancting Urban Forestry.) We were willing to forego two of the front parking spaces if this would save the tree.

The developer for the properties on NE Multnomah has contancted the land use chair to ask for a meeting with us. He is preparing to make a plan for 18 condo units on the site.
We are hoping to meet near the end of the month, and will report back on this page following that meeting.
