There are two aspects to the application: an amendment
to the Comprehensive Plan and a zone change. They will proceed together,
with the amendment being the determining factor.
There will be two public hearings instead of just
one. At the first hearing, the hearings officer will render a recommendation
(instead of a decision). This recommendation serves as the staff
report to city council, who will then hold their own hearing on
the Comp Plan amendment. (The fate of the zoning map amendment rests
on this decision.)
This process is quasi-judicial. It is critical to
our ability to appeal that we proceed from the beginning with attention
to the laws (such as open meetings law) and that our comments be
supported by our Neighborhood Plan and adopted city policies.
